Victim Impact Statement

How long should a victim impact statement be?

The guides we read set no length for a victim impact statement, and Connecticut’s asks that it stays focused on the impact of the crime. California’s parole board says spoken statements usually run 5–15 minutes, which is roughly 650–2,000 words read aloud at an ordinary pace.

The guides we read set no limit

No US guide we read gives a word or page limit for a sentencing statement. Connecticut’s Office of the Victim Advocate says: “There is no specified limit on how long your statement can be.” It suggests keeping the statement focused on the impact of the crime.

Some courts or offices may give you a form with set spaces, or a time to speak. Your victim advocate can tell you if yours has a limit.

Parole statements in California run 5–15 minutes

California’s Department of Corrections and Rehabilitation says statements at parole hearings usually range from 5–15 minutes. In Texas, registered victims can have a 20-minute meeting with the lead voter on the parole panel.

How many words that is

Read aloud at an ordinary pace, a statement takes about one minute for every 130 words. That figure is our own estimate, not a court’s rule.

  • About 650 words: about 5 minutes.
  • About 1,300 words: about 10 minutes.
  • About 2,000 words: about 15 minutes.

Focus matters more than length

A short statement with specific details often says more than a long one. A few true moments, such as an ordinary day before the crime and an ordinary day now, tell the judge what changed.

You don’t need to fill every part. Answer the parts that matter to you and leave the others out.
